Hobson's choice
A Pakistani couple lost 5 children in a bomb attack on the train to India, in 2007. Finally they received 2 000 000 rupees, over 28 770 Euros (400 000 rupees for each child) from the Indian government, but the cheque cannot be deposited in Pakistan!
In February 2007, a bomb attack on the train killed 65 people at the border between Pakistan and India. In this bombing attack, a Pakistani couple lost 5 sons, and they fought for months to get compensation. When they received it, they discovered that the cheque cannot be cashed in Pakistan, only in India, but the couple doesn’t have any account in India, because Pakistani citizens are not allowed to open one in India, so they can’t get the money.
On Tuesday, they visited the railway ministry to be heard. As of today, no solution has been found.
Other families, who lost a relative in the attack, may have gotten compensation too from either India or Pakistan, but it’s not sure.
The relationship between the two governments has been tensed for a few years, this story shows that the tensions at the country level can have an impact or hinder individuals.

La mort de leurs 5 enfants dans un attentat enfin dédommagée !
En 2007, un couple pakistanais perdait 5 de ses 6 enfants dans un attentat à la bombe, alors qu’il se trouvait dans un train vers l’Inde. Ils ont reçu un dédommagement de 2 000 000 de roupies (400 000 roupies par enfant), soit un total de 28 770 euros du gouvernement indien, mais le cheque n’est pas encaissable au Pakistan !
En février 2007, l’attentat tua 65 personnes, essentiellement des passagers à la frontière pakistano-indienne. Dans cette attaque un couple pakistanais perdait 5 fils, il se bat depuis des mois pour recevoir une compensation. Quand ils la reçurent enfin, ils découvrirent que le chèque ne pouvait pas être déposé au Pakistan, et la loi leur interdisant l’ouverture d’un compte en Inde, il ne pouvaient pas recevoir leur argent .
Alors, mardi ils se rendirent au ministère des chemins de fer pour être entendus. A la date d’aujourd’hui aucune solution n’a encore été trouvée
Il serait possible que d’autres familles aient reçu un dédommagement de la part du gouvernement pakistanais ou indien, pour la perte d’un proche dans cet attentat.
Les relations entre les deux gouvernements sont tendues depuis plusieurs années, et cette histoire montre que les tensions politiques peuvent avoir un impact sur les particuliers.
